Description

The occupants of this house (731 E23rd St, between 7th and 8th Ave) has been using traffic cones on the public street in front of their house to reserve parking spaces.

They were doing this regularly in 2013/2014 with two cones to reserve two spaces. Then in early 2015 they stopped (my guess is someone took their cones), but resumed again now at end of 2015 with a new cone.

This has definitely been going on for some time now. Neighbors have complained to them several times but they just keep doing it.

Parking enforcement officers are not doing the job they are being paid to do. A specific permit has to be used to do this with the appropriate signage. If they are paying for reserving the space (it does cost) for personal/business use, then it's hard to enforce.

Yup, they've been doing it ever since they bought the house and moved in. The old woman can be hostile as well. She berated me before because I parked my car in one of those spots and I didn't pull up far enough to her liking.
