The writer responding from the City of Oakland Call Center is incorrect. The area being complained about and shown in the photo is lhe intersection of Hollis Street and West MacArthur Blvd; with the latter being the street "behind Home Depot" extending eastward from that intersection for about 600 feet. (The view in the photo is looking eastward down West MacArthur Blvd.) All of that is within the City of Oakland. This particular area is definitely in Oakland and not Emeryville. However it is a also a confusing area of overlapping jurisdictions re: crime policing vs. street cleaning. In addition to the confusing diagonal Emeryville/Oakland border line here that cuts through properties and streets at an angle, Caltrans has maintenance responsibility for 580 on- and off-ramps. But the precise limits of Caltrans responsibility is not clearly defined on any easily found maps. Nonetheless, the agency professionals ought to know these distinctions better than the citizens, and explain them clearly.
