Description

This is Fred. He's the guy trying to live on the overpass above 580. As you can see in this picture, there are multiple syringes around him that need to be disposed of properly, and he needs help getting his life together. I sent an email to homeless@oaklandca.gov and got back an automated response asking me to further describe "the encampment." Hmmm, so now I'm opening a 311 ticket, because that is what I heard I'm supposed to do in a meeting about the homeless last evening...
